Use Proxy Server to Get Pass IP Address Banned
There are some web sites that banned the IP Address which usually use by scammers or spammers that hurt business of that site. It is fully authority of web site admin to do this IP Banned thing but as I already mention in Ban IP Address article that to banned IP Address should be as last option for what ever situation that faced by site admin. It is because banned IP Address will harm others that might be good user which uses the same IP Address with bad users. But, there are always reasons to banned IP Address and usually web site admin will banned IP Address if used by scammers or spammers. If scammers or spammeers allowed, it will harm business of the web site in long term. That’s why web site admin tend to banned IP Address that used by scam or spam users.
Whole country IP Address is Banned
And there is also web site admin that banned IP Address of whole country. Yes, I refer to Indonesia in this article. I forgot the name of the web site that already banned the whole Indonesia IP Address. It is a web site that service some paid review article which write directly in their web site. This web site banned all Indonesia IP Address because there are so many scammers which use Indonesia IP Address. The decision that banned whole Indonesia IP Address surely harms many other good users that use Indonesia IP Address. The banned Indonesia IP Address surely do not release until the scammers kick out from Indonesia IP Address which is impossible to do. It is impossible to force how internet user must behave. Internet is free world indeed. You can do what ever you want to do. There are no one can prohibit you to do especially if you use alias identity and anonymous connection for your internet activities.
We Can Pass IP Banned Easily if Creative
So, there are no others choice for good users beside find a way creatively to pass that IP Address banned situation. One way to by pass the IP Address banned is by use proxy server to access the web site that banned our IP Address. Proxy server allows us to use Proxy server IP Address as our IP Address that detected in destination web site. So, we can control which country IP Address that we use to access that web site. Therefore, If the web site banned whole Indonesia IP Address, users that use Indonesia IP Address, always can use proxy servers which have non Indonesia IP Address.
There are many free proxy servers that we can use in internet. Of course there is consequence to use free proxy. Our data can be stolen by proxy admin. We can avoid it by use trusty paid proxy server or install our self proxy server in abroad web hosting service. As example, I may install proxy server in my current web hosting server which have USA IP Address and I will treat as USA users instead as Indonesia users when access web site. Yes, you always can easily have your own self-hosted proxy server in any web hosting service and in any country.
Conclusion
There is some web site admin that forced to banned IP Address even they aware that banned IP Address should be the last option. Sometime, site admin banned the whole country IP Address because there are so many scammer and spammer from that country. This decision fully authority of site admin. We as good users only can try creatively to pass this situation. We always can use Proxy server for this purpose. We can use free proxy, paid proxy, or self-hosted proxy server.

Yes, AHA use the same IP Public for the user. If you are aware, this system is almost used by all of mobile broadband in Indonesia. So, you need primer member at rapidshare to be able do unlimited download.

You can use http proxy for it — just search http proxy in search engine (Google). If that do not solve the problem, you can search VPN service trough search engine.
Never block IPs from a whole country. This can reduce your visitors a lot!

i use a site blockacountry.com to block a traffic from a specific country which is another solution for this

Banning sites for a particular country is a curse. I remember the developing country like China bans all the crucial social networking websites like Twitter, Facebook, Youtube, Blogger, WordPress.com etc in China to celebrate 20th anniversary of Tiananmen massacre. This is aweful.

If there are so many credit card fraud and the IP Address change dynamically , you surely force to ban whole country address.
